POSITION:               Senior Contracts Administrator

 

REPORTS TO:         President/CEO and Vice President/CFO

 

DEPARTMENT:      Finance

 

FLSA:                         Exempt

 

POSITION SUMMARY:

 
This position is responsible for the management, review and negotiation of all contracts to include government, state and local.  Administer all aspects of contracting from proposal through life of contract. Includes development of policies and procedures, maintaining contract documents, coordinating communications with government agencies, including contracting officer approvals and billings, monitoring contract performance and preparing cost proposals.   

 

DUTIES AND RESPONSIBILITIES:


Responsible for reviewing and analyzing RFP terms and conditions and preparing cost.

Responsible for structuring negotiating and administering high risk complex procurement agreements with vendors, pre- and post-award of prime contracts.

Assist in resolving vendor and contract disputes.

Drafts and negotiate management agreements for newly awarded business incorporating operational and financial terms into a document which conforms to company standards.

Provides justification to support selected vendors such as price analysis, competitive quotes and lease and maintenance agreements.

Prepares negotiation plans and strategies and conducts negotiations with customers.

Develops and implements procurement strategy.

Provides authoritative interpretation of procurement policies and procedures.

Responsible for justification of price and source selection to government audit satisfaction.

Perform other duties as assigned.

 

KNOWLEDGE, SKILLS, ABILITIES:

An ability to determine goals and initiatives based on direction of business within the industry.

Excellent drafting skills, effective writing, communication and negotiating skills.

Ability to interface with multiple levels of operations personnel and administrative staff as well as external customers.

Must be well organized and have an understanding of IT and variations of contract services provided by the company.

A thorough understanding of FAR requirements pertaining to estimating, negotiating, post award administration and closeout of government contracts.

Must organize contract administration function and records, analyze financial data, identify patterns and trends, isolate errors and develop projects.

Must have intermediate or advanced level of EXCEL skills to include the ability to build, modify and maintain EXCEL models for cost proposals, billing analyses and budget comparisons.

Must have ability to work independently with limited supervision.

 Experience with Deltek Contract Administrator Module is a plus.

MINIMUM QUALIFICATIONS:

Bachelor’s Degree in Business, Accounting, Finance or related field with eight (8) to ten (10) years of progressively responsible experience in government contract management work.

Any equivalent combination of experience, education and training that provides the required knowledge, skills, and abilities.
